针对高校专业设置，意见指出，要制订高校学科专业建设发展规划，适应经济社会发展需要，结合办学定位、学科特色，加强内涵建设，合理布局学科专业。优化学科专业结构，积极设置“互联网+”“中国制造2025”等战略性新兴产业、经济社会发展和民生改善领域急需相关专业，调减与学校办学定位不相符的专业，推动教育资源向服务国家、区域主导产业和特色产业的专业集群汇聚。
意见还明确，教授、副教授（高级职称教师）要更多承担本科教学任务，不断提高高校教学水平。完善管理办法，落实教授给本科生上课基本制度，将承担本科教学任务作为教授聘任的基本条件，让优秀的教师为本科一年级学生上课。
